What causes a civilization/society to make scientific progress?

If it were based solely upon population, China and India should be blowing the US and Europe out of the water. So why, for instance, was 19th century Europe making more scientific advances than China at the time? (But, in general.)
Also, is there a good way to actually MEASURE a society’s level of ’scientific progrees’?

What is the importance of art in society? What would a society without art look like?

When I mean art, I also include architecture, and even literature, dancing, etc.

So, can a society or civilization exist without art? If there was no art, could things like scientific achievements be made, or would we have become so primitive that we can’t do such things?
